Background of Study

(1.1 Introduction)
The need to assist grassroots development is the driving force behind the establishment of local governments all over the world. The importance of local government is determined by its ability to foster a sense of belonging,

safety, and contentment among its citizens. So far, all forms of governance, regimes, and political systems have contributed to the achievement of this goal.

Local government provides a technique for assuring national administrative progress and political efficacy. Whatever the mode of government, local government has long been recognised as the primary means of achieving and ensuring national cohesion, administration, and development.

In Nigeria's sociopolitical context, with its diverse cultures, languages, and needs and means, the importance of such an organisation in fostering the necessary national consciousness, unity, and relative uniformity, as well as the preservation of peculiar diversities, cannot be overstated.

However, the ability of local government to facilitate an avenue via which government and the people interact, engage, and settle or dissolve difficulties that may have heated the system is vital to its establishment. Local government has been viewed as a cure for a wide range of challenges faced by varied people and cultures.
