The primary goal of this term paper is to delve into non-traditional forms of revenue production in order to empower local government councils to perform their constitutional functions with or without legislative allocation.

In order to complete my project efficiently, I would like to visit the several local governments in Enugu State and meet with their treasurers and revenue officers. I will also go to the real revenue collectors in the event to interact with them.

During the meeting or interaction with the aforesaid officers, I will thoroughly interview them and serve them with questionnaires pertaining to the topic I am managing. I will also distribute questionnaires to various personnel from Enugu State’s local governments.

Interaction with the above officers and the collecting of questionnaires would help me understand their challenges and opportunities in the internal revenue creation of local government, as well as their varied revenue generation sources and close a good sample size.

Finally, I will go to the library and read what past writers have written regarding revenue generating in Enugu State local government councils. Based on the comments and information I receive from these locations,

I will be able to complete the project successfully and offer sound recommendations on this topic, allowing Enugu State local government councils to remain viable and relevant in the current Nigeria fight.

CHAPTER ONE
1.01 INTRODUCTION

1.1 BACKGROUND OF THE STUDY

Local government history is intertwined with the history of British colonialism in the country. It represented an indirect rule system that sought to build a type of local administration through traditional powers.

Local government is defined as follows in the 1979 National Guideline on Local Government Reforms:

“Local government exercised through representative councils established by law to exercise specific powers within defined areas.”

Local government is defined by the United Nations Office of Public Administration as:

“A political subdivision of a nation that is established by law and has substantial control over local affairs, including the authority to levy taxes or axe act labour for prescribed purposes.” Ola F.R. (1987).

The native authorities offered a stable type of local governance, which bolstered the colonial authority’s foundation.

It is important noting that no central government can successfully administer. The civil servants of the headquarters are entirely from the capital. As a result, a sort of decentralisation that allows the government to reach out to the people at the grassroots level became necessary.

According to this viewpoint, local governments are supposed to provide political and economic reforms to the majority of Nigerians who live in local government regions. But what is the current situation?

It is the expected role of local government in economic and social transformation that prompted the federal government of Nigeria to increase the share of local government in federal account from 10% to 20% in addition to their internally generated revenue to make them financially viable.

The unwarranted financial interference of the state government, combined with the corrupt activities of elected and appointed local government chairman, who have only locked the local government treasury without carrying out a single capital project for the benefit of the community in the last four years, have brought Nigerian local government administrations to their knees.

This term paper aims to discover and increase revenue items other than the traditional ones, so providing local government councils with extra funds for project implementation. When our oil wells run dry,

these new revenue streams will replace the statutory allotment to local governments. So that the statutory functions of paying salaries and other administrative costs, as well as other grassroots developments, are met.

1.2 STATEMENT OF THE PROBLEM

The issue is how to create enough internally generated revenue in Enugu State Local Government Councils to supply people with food, potable water, and good housing. The importance of decent roads, health care, and educational infrastructure cannot be overstated.

The inability of Enugu State’s 17 local governments to provide employment, security, social welfare services, and infant any meaningful development at the grassroots in spite of hug monthly allocations is now a source of great concern to all well-meaning Nigerians and the federal government as the failure of local government as a third tier of government. The continued stealing of local government finances by chairmen and other statutory authorities is a major issue.

This research will attempt to highlight alternatives to statutory allocations as revenue to local governments, as well as financial and other control regulations that should be put in place to improve effective and efficient revenue generation and provide enough resources for development to local governments.

1.3 OBJECTIVE OF THE STUDY

1. Assessment The extent to which resources in Enugu State Local Government Councils are enough for effective income production.

2. Determine the extent to which the objectives of the Enugu State Local Government Councils are met.

3. Emphasising how communication breakdowns among Enugu State Local Government Council workers hinder productivity.

4. Identifying places where local government authorities might boost revenue generation.

1.4 THE SIGNIFICANCE OF THE STUDY

The relevance of this research work would be to emphasise the repercussions of increased internally generated revenue for the Nigerian local government system, specifically Enugu state local government.

Local government authorities have said unequivocally that effective and efficient local government administration is dependent on the financial resources available to each individual local authority.

The study will also highlight to everyone participating in local government in order to reduce the prevalence of rate and fee evasion; revenues received from these resources should be used to improve people’s lives.

Nobody will want to pay taxes. When no meaningful rejections are undertaken by local government entities to justify such contributions by the public. As a result, the prevalence of tax evasion may be connected to increased living standards through the provision of social facilities by local government authorities.

Furthermore, the study will propose a method for reducing mismanagement and outright stealing of local government monies. As a result, more funding would be accessible for development.

The job will be extremely beneficial to the elected or appointed chairman, as they will imbibe the spirit of more work for more pay and make accountability their watchword in their handling of local government funds as the chief accounting officers of their councils.
