CHAPITRE ONE

INTRODUCTION

BAVKGROUND OF THE STUDY

The ever-increasing complexity of economic, social, and political concerns gave rise to public relations. Public relations must be recognised and accepted as a valuable instrument for any organised society in order to hold a peaceful election.

Public relations were first used in England several centuries ago, when the King appointed Lord Chancellors to serve as “Keepers of the King’s Conscience.” These chancellors were undoubtedly the historical counterparts of today’s public relations professionals.

However, various people have varied ideas on what constitutes a variety of Public Relations activities and what phrases to employ to describe them. These activities are depicted in Philip Lashy’s (1973) universe as business relations, government relations, media relations, and community relations.

According to Ajala (2001) in her Public Relations in Search of Professional, for an organisation to gain favorability, there should be public relation input in all departments of the organisation,

and it is only in such a situation that public relations would be a management function encompassing the following such as anticipating, analysing, and interpreting public opinions, attitudes, future trends, and issues that may have an impact on any sections of the corporate operating an organisation.

Furthermore, in public relations principles and practice, it is observed that public relations misconceptions pose a significant challenge to public relations practitioners and professional associations such as the Institute of Public Relations (IPR) United Kingdom and the Nigerian Institute of Public Relations (NIPR) in promoting a more informed discussion of what the practice entails.

Since the passage of Decree No. 16 of 1990 on the founding of the Nigerian Institute of Public Relations, public relations practitioners in Nigeria have been required to commit to and seek excellence in public relations profession.

In general, it is believed that the findings of this research will have a huge impact on the conduct of Nigeria’s 2015 general election. This study’s conclusions concern the working relationship between the internal and external publics, i.e. the government and the people (the dyad of voters and aspirants).

STATEMENT OF THE PROBLEM

Public relations has evolved into a critical activity in modern organisations. All departments of the Electoral Commission should have public relations input so that public relations practice becomes a management function in order to build and maintain two-way communication between the organisation and its diverse publics.

In light of this, the purpose of this research is to determine whether the Independent National Electoral Commission (INEC) has a Public Relations Department.

It is also intended to learn about the role of Public Relations in the 2015 General Election and how effective it has been in carrying out its tasks in order to execute a peaceful election in Nigeria.

OBJECTIVES OF THE STUDY

The purpose, significance, or objective of this study or research activity, i.e. the function or purpose of public relations in the 2015 general elections, must be specified here. Among the functions are:

In the 2015 general election, ensuring accurate, impartial objectives and balanced reporting.

To meet the argument of those with a vested interest in opposing the role of the public relations officer in the conduct of elections.

To publicise positive images, ideas, or political problems in Nigeria.

To aid the government and the people in expressing and articulating their opinions.

RESEARCH QUESTIONS

1. To what extent did public relations act as a medium of communication in educating voters during the election?

2. Do those Nigerians have a solid understanding of the newly implemented electronic voting system?

3. To what extent can the people be assured of a credible election in Nigeria?

4. To what extent are public relations methods capable of resolving national issues?

5. What is the general public’s opinion on the importance of mutual understanding between INEC and the general public?

SIGNIFICANCE OF THE STUDY

The study’s relevance is that it will assist the Electoral Commission’s public relations practitioners department in doing their tasks effectively.

The study is being conducted with the intention of delivering some information and knowledge to the internal and external publics, namely the government and the people, i.e. the duo of votes and aspirants.

This study will also assist public relations organisations in determining whether they are meeting their aims in connection to the conduct of elections in Nigeria.

1.6 STUDY OBJECTIVES

This study will look at the role of public relations in the 2015 general election.

This study will also conduct a literature review on topics that are directly related to the issue of this investigation.

1.7 LIMITATIONS OF THE STUDY

The following constraints would limit the scope of this study:

Time factor: Because this work study is an academic work, a time frame for completion has been estimated.

There is a financial constraint.

Inadequate literary materials: Most of the literary materials available to the researcher are inadequate, limiting the opportunity for a full literature review.
