ABSTRACT

Local governments are close to the ground under a federal system like Nigeria and can thus be effective socially, economically, and politically.

Local governments can supplement the economic activity of higher levels of government by providing and maintaining basic infrastructure. Working with local governments, for example, the National Directorate of Employment’s initiatives or agriculturally focused back-to-land programmes can have a greater positive influence at the grassroots level.

The first chapter of this research project work discusses the study’s backdrop. It illustrates the reason for establishing local government.

The second chapter of this research study examines the nature and role of local government in rural development in Nigeria.

The third chapter describes the research methodology, which is the instrument utilised to collect data and information.

The fourth chapter of this study work discusses data presentation and analysis, as well as research findings.

The summary, conclusion, and recommendation are covered in Chapter 5 of this research project work.

CHAPITRE ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

To avoid any mistake about what our primary focus in this work is, it is necessary to begin by defining local government. Local government is defined by the United Nations Office of Public Administration as:

A political subdivision of a nation or (in a federal system) state that is established by law and has significant jurisdiction over local affairs, including the authority to levy taxes or exact labour for specified purposes. The governing body of such an institution is elected or otherwise selected at the local level.

1.3. STATEMENT OF THE PROBLEM

Local government officials in Nigeria have so many challenges that they are unable to carry out their tasks efficiently.

However, the issues will be listed, some of which have already been resolved by various administrators. Among the most notable are the following:

a. Can theft or misuse of funds by rural officials assist to the rural development of their areas?

b. Can the inflow of rural people to urban centres, caused by a lack of social facilities, result in rural development?

c. How to bring rural dwellers up to speed with modern development trends?

d. How can the local government’s resources be used to their maximum potential?
The above is the problem statement for this study.

1.4. RESEARCH QUESTIONS

In order to acquire significant results from this research, the following research questions have been developed and will be investigated:

a. Does the performance of Oredo Local Government Area in terms of rural development correspond to its legislative responsibilities?

b. Does Oredo Local Government Area’s inability to accomplish its rural development goals stem from a lack of financial resources?

c. Does the staff morale of the Oredo Local Government Area work against the realisation of its rural development responsibilities?

1.5 OBJECTIVES OF THE STUDY

a. To learn about the performance of the Oredo Local Government Area in the field of rural development.

b. To strengthen the inadequate financial foundation that inhibits Oredo Local Government Area’s ability to accomplish its rural development goal?

c. To show how Oredo Local Government Area has aided in economic development.

Because the Federal Military Government’s conviction is emphasised in the Local Government Guidelines, the goal of this study is likewise based on Federal Government Objectives.

The findings of such an empirical study would put us in a good position to ask if the Local Government has accomplished any substantial level of economic development at the grassroots level. We shall investigate the issue that is impeding such achievement.

The purpose of this research is to determine the performance of the Local Government in the unexpected role that it should play, such as road construction, maintenance of maternity homes and markets, and so on.

1.6 SIGNIFICANCE OF THE STUDY

The relevance of this research is that its findings will shed further light on the economic growth issue confronting Oredo Local Government:

a. To find a solution to these challenges. We also expect that the outcome will be of interest to the country’s policymakers.

b. It is also meant to benefit the residents and indigent of Oredo Local Government, who are the target population of the Local Government’s economic development initiatives and may be unaware of the challenges confronting the Local Government.

c. Finally, a critical and careful examination of our research effort will assist reveal the elements responsible for a slowdown in rural development in Oredo Local Government, as well as viable solutions to such difficulties.

1.7 SCOPE OF THE STUDY

This research will only cover Oredo Local Government, which has its headquarters in Kings Square, Benin City.

The study aims to critically investigate the function of local government in rural development in the local region as well as in Edo state as a whole.

1.8 LIMITATIONS OF THE STUDY

Some factors presented as limits to the determined efforts of the research to carryout the research study to such a depth and in such a manner that it ought to have been carried out judging from its significance to management throughout the performance of this research activity, such factors include:

a. Management Restriction: More often than not, management allows access to information that is deemed particularly secret in nature, such as detail information on the organisational corporate profile. Because of the constraints, the author was only able to work with the information that he had access to.

b. Time Constraint: Another obstacle that impedes the completion of this research investigation is time. This is due to the fact that other things were still being addressed to while carrying out this research.

c. Financial Restriction: Money is also a constraint in the research process. Travel expenses were incurred in order to get resources for the study project. Expenses for typing and distribution, constructing, and a variety of additional costs were also incurred.

1.9 DEFINITON OF TERMS

It is necessary to define the following notion used in the project work:

Local: Undeveloped rural areas.

Government: The apparatus by which the will of the state is carried out.

Empirical research is a type of research that is conducted in order to obtain information or to learn about anything (for example, Local Government, communities, etc.).

Cause: It is a type of knowing or discovering the difficulties associated with a specific circumstance or entity.

Effects can be described as the outcome of an event or a thing. It could have a beneficial or negative impact.

Inadequate: A condition in which there is an insufficient or unsuitable amount of one thing in comparison to another.

Financial Capacity: This is the amount of money or the level of financing available to an organisation, individual, or government.
