1.1 Background of the Study.

Manpower planning and development are management’s earliest and most critical functions. The essence of manpower planning and development is a critical examination of the supply, demand, surplus, shortage, and utilisation of human resources.

It is crucial to highlight that manpower planning is frequently regarded as an organization’s most important resource since it allows other resources (material and financial) to be leveraged to satisfy human needs.

Rigoruous (2013) described manpower planning as the connection between people and management to an organization’s mission, vision, goals, and objectives, as well as its strategic plan and financial resources.

A primary goal of manpower is to place the correct amount of people with the proper skills, experience, and competences in the right tasks at the right time and at the right price. A country’s economic development is determined by the quality and quantity of its natural resources.

The current state of technology and the efficient allocation of resources in both the production and consuming processes.

Most organisations today are having challenges because they did not plan for their personnel and lack structured human resource management programmes that take into account organisational goals.

According to Investopedia, manpower planning and development is the process by which management ensures that it has the correct staff capable of accomplishing the duties that would assist the organisation achieve its objectives.

Planning is the first and most significant role of management. The goal is to plan for and forecast future events. Planning extends beyond aiming to achieve declared organisational goals. It entails developing the strategy and processes required for the successful implementation of the full plan.

One of the most difficult challenges that management faces in any organisation is determining the most effective strategy to match people with positions. “Manpower planning” refers to the process by which management seeks to prepare for the human resources or manpower required to complete its task.

Manpower planning and development aids measurement by determining:

Number of employees

The level of experience each must have.

Their pay scale

The greatest approach to use them is in an activity that involves practicing and improving abilities.

Manpower planning and development is also a process of intellectual and emotional achievement that provides opportunities for people to progress in their work.
