IMPLICATION OF NATIONAL BROADCASTING COMMISSION (NBC) RULES AND REGULATION ON BROADCASTING MEDIA IN NIGERIA

 

Abstract

The purpose of this research was to look into the impact of the National Broadcasting Commission (NBC) code on African Independent Television Lagos. For the purposes of this study, five research questions were developed. Other questionnaires with a total of 20 questions were distributed to the staff of AIT Lagos in order to determine the impact of the National Broadcasting Commission on their organization.

Because of its convenience, dependability, and low cost, the survey research method was chosen for this project. AIT Lagos’s 118 employees were given questionnaires. Furthermore, because the population is small and can be handled by the researcher, the entire population was studied as the sample size.

Findings from the field indicate that the NBC code has an impact on the organization’s operations. Furthermore, the 2006 NBC ban on the organization had an impact on the organization’s restructuring, retrenchment of a few staff, and image reduction. Recommendations have been made on how NBC should modify its code in order for the broadcast media to comply with such regulations.

 

INTRODUCTION

1.1 BACKGROUND OF STUDY

Radio and television are vital organs for national development and should thus be used to promote Nigerian cultural, economic, and political development. Because the media uses public airwaves, the broadcasting media should be used to improve and promote the unity and security of the peoples of the world.

There is a need for a governing body to oversee their operations. While this body is expected to have control over the broadcasting media, it must at the very least provide operational code to prevent media abuse.

On August 24, 1992, the then-military president of Nigeria, Ibrahim Badamosi Babangida, signed into law Decree No 38, which allows for private participation in broadcasting. This was accomplished by establishing the National Broadcasting Commission.

The National Broadcasting Commission (NBC) was established by Decree No. 38 to issue licenses and regulate broadcasting in Nigeria. As a result, every transmission of sound and vision from anywhere in the country, whether via cable, television, radio, satellite, or any other medium of broadcasting, is subject to its authority.

However, broadcasting media, like other forms of mass communication, must promote national unity. Without a national policy that establishes clear guidelines for other operations, the broadcast media may fail to play their proper role in the nation’s growth and development.

This is why a body like NBC is required, as it is the only chartered organization with the authority to regulate broadcasting in all of its activities.

NBC was empowered and designed to perform the following functions, among others:
Setting acceptable content and broadcast content quality standards in Nigeria.
If any broadcast media violates the NBC code, it may be necessary to seize transmission equipment or withdraw licenses.

Maintaining the principle of equity and fairness in broadcasting
The National Broadcasting Commission was authorized by Section 3.1.1 of the Federal Commissions Act to revoke the licenses of stations identified as violating the NBC code.
