DESIGN AND IMPLEMENTATION OF A WEB BASED VOTING REGISTRATION SYSTEM

INTRODUCTION

Background of the study
Voting is a method for selecting or choosing leaders. It applies not only to Nigeria’s local, state, and federal governments, but also to many institutions and social organisations.

As a result, the conduct of elections in a democratic society is critical not only because they effect a change of government, but also because voting is the primary form of political participation for the majority of people. For democracy to be sound and smooth, elections must be free of fraud.

A voting registration system, like any other registration system, collects information or data about various groups of individuals, including information that can individually identify each individual and other pertinent information.

Many centuries ago, most cultures were rudimentary and lacked a voting method to select leaders who would govern them and foster communal harmony and peace.

This means that people must design a system in which a leader or a group of leaders are elected from the ranks of the people. At that point, the concept of voting and being voted on became significant and crucial. However, before an individual can vote, he or she must first meet several requirements, one of which is voter registration.

Since Nigeria’s independence in 1960, the political scene has seen constant upheavals, widespread dishonesty, and societal hatred, which has often devolved into anarchy and the destruction of lives and property.

These unfavourable circumstances prepared the door for and acted as springboards for the rise and development of untrained democrats and military leaders in national governance.

Many Nigerians are disappointed that a 56-year-old post-independence Nigeria continues to operate under a constitution that does not enjoy widespread national acceptance, as evidenced by persistent calls for the convening of a sovereign’s national conference on the one hand and the growing demand for ethnic nationalities on the other.

Since independence, the country has alternated between a parliamentary and presidential form of government, with many military interventions into polities throughout the years.

Even the current presidential democratic dispensation is continuously experimenting, with varied degrees of trial and error. In view of the aforementioned, this voter registration effort is intended to serve as a beneficial educational instrument in the hands of voters, the electorate, and the broader public.

However, voter registration is an important part of the political process. A trustworthy voter registry is a prerequisite for free and fair elections. It is also critical for people to understand who is eligible to vote, where, when, and how to vote.

Furthermore, a thorough understanding of the registration procedure will encourage eligible voters to engage in the election process.

Statement of the Problem

The inadequacy of the voting process in Lagos has caused a number of concerns. These issues have continued to disrupt the calm of democracy in Lagos since the current system discourages the selection of a capable candidate. The difficulties could be corrected as follows.

Multiple voting, large ballot paper transfers, and election paper forgery under fictitious identities are all common. Election commission officers engage in indiscrete manipulation and exaggeration of election figures to benefit their preferred candidates.

Thuggery, fear of intimidation and victimisation, and the smuggling of ballot papers into voting boxes.

Some vote boxes are delicate and subject to destruction.

Vote loss occurs as a result of either incorrect voting or an accident while carrying the statement of results forms and other electoral materials to the collation centres.

The delay in generating and announcing the results leaves possibility for additional manipulations.

As a result, there should be changes to data management.
