CHAPITRE ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY
In 2011, Nigeria was recognised as the African country with the second greatest road network.Its population density, which varies between rural and urban areas (about 51.1% and 48.3%, respectively), translates to an 860 person-per-square-kilometer population-road ratio, indicating strong traffic demand on the available road network [1].

This stress leads to the country’s high rate of traffic violations. Road transport is the most extensively used mode of transport in Nigeria, as it is the most convenient method of moving products and people.

Despite its importance, road transport has faced a variety of issues as a result of poor road traffic violations information management, which has resulted in an increase in road accidents.

Road accidents caused by irresponsible driving, speeding, and other traffic violations have had a wide range of repercussions, including deaths, injuries, disabilities, and property damage, all of which have accelerated the country’s descent into poverty.

The death of the most productive member has a terrible impact on families, forcing many into poverty and having long-term consequences for their children and the community at large [2].

The terrible state of road offence information administration in Nigeria has reached worrying proportions, to the point of sheer frustration and near powerlessness.

While many developing and developed countries have made concerted attempts to reduce road traffic offences by implementing improved management information technology, Nigeria appears to be trailing behind.

Global developments in road transport indicate that efficient and safe transport management models are becoming increasingly reliant on information and communication technologies[3].

There is a need for two technology solutions to reduce traffic infractions and their repercussions, such as road accidents. Road safety is a global priority, not only for public health and injury prevention, but also to improve road traffic management efficiency[3].

Adoption of ICTs in road traffic offence information management operations will aid in achieving the goal of drastically reducing road traffic offences and road accidents in Nigeria.

1.2 STATEMENT OF THE PROBLEM
The way cars use the roadways leaves a lot to be desired. Vehicle drivers enjoy driving in the incorrect lane and even abusing right of way restrictions, resulting in traffic congestion, course delays, and occasionally accidents.

This has resulted in massive traffic violations on our highways, particularly in cities. This is due to ineffective traffic offence management. Improved computerised Management Information Systems (MIS) are the foundation and cornerstone for growth in Information Technology (IT).

Because enhanced information technology (IT) is so important, steps are being conducted to transform all sectors of the economy into improved Information Technology compliance.

The road traffic offence information sector should not be overlooked, because increased use of improved information management technology has greater benefits in situations where the process of collecting, processing, storing, retrieving, and disseminating road traffic offence information for the purposes of planning, controlling, coordinating, and decision making is out of date.

The current system of traffic offences does not allow for visual identification of offenders. As a result, the wrong individual could be accused. Because the system is decentralised, it is difficult to manipulate traffic offence information and access the database.

Furthermore, the system does not allow for the exhibition of a pictorial diagram of the offence committed as well as the penalty of offence as evidence to aid in prosecution. As a result, the offender frequently perceives oneself as being driven to accept responsibility.

3 1.3 OBJECTIVE OF THE STUDY
The FRSC management embraces the use of computers and information technologies in transport infrastructure as a Nigerian road safety agency.

As improved technological systems are developed and implemented, it is expected that intelligent transport systems will increase the capacity, management, and productivity of traditional transport infrastructure, as well as contribute to the achievement of other goals such as improved management of road traffic offences.

This research aims to create a system that can accomplish the following goals:
Centralised databanks for road traffic offences, where any approved users can quickly access road traffic offences information.

Reduces error in offenders’ identification, as many offenders avoid prosecution due to incorrect identification (pictorial identification) during and after documentation, making prosecution of offenders difficult.

Displays a pictorial sketch or diagram of an offence committed as clear evidence to offenders’ crime. This can also be presented in court as part of the prosecution.

1.4 SIGNIFICANCE OF THE STUDY
The Road Traffic Information Management System delivers the road traffic information required to efficiently and successfully manage road traffic organisations.

Road traffic information management and the data it generates are widely regarded as critical components of sound business choices.

With the advancement of information technology, the study provides several benefits to the Federal Road Safety Commission and other organisations involved in the management of traffic violation information.

There are numerous reasons why a study of the road traffic offence information management system should be conducted at this time. The primary reasons are as follows:

4 A road traffic offence information management system employs an integrated database, which contains all road traffic offence data in a single database.

This improves the agency’s decision-making by making road traffic offence reports more accessible, timely, and secure.

Using visual representations to identify road traffic violators will help the agency create accurate paperwork and prevent punishing the wrong people.

Due to the lack of a schematic sketch/pictorial representation demonstrating the offence done, offenders sometimes deny ever committing the crime for which they are caught.

Displaying criminal offence for the offender to see improves the agency’s credibility and increases the reliability of FRSC road traffic information reports.

1.5SCOPE OF THE STUDY
The study will focus on the role of information and communication technology in road traffic safety management talks, as well as research works on efforts to improve road safety management.

It would investigate the current situation of the FRSC and then propose a method to address the identified flaws in road traffic offence information management in Nigeria.

1.6 DEFINITION OF TERMS
Terms have context. Words’ meanings tend to emerge from the context in which they are used. This section of the chapter defines the road traffic computer terminologies used in this dissertation.

This is significant because different researchers define road traffic information management terms differently, so a specific definition of the terms as they apply to this study is required to ensure that readers fully understand the meaning of the study and its proper significance.

5th Traffic Violation
This expression refers to any behaviour that violates or is likely to violate road traffic rules and regulations. A road traffic offence is any action or inaction that violates road safety laws and regulations. For example, failing to report a traffic accident is a traffic infraction.

IT stands for information technology.
This phrase, also known as an information system, refers to a collection of interconnected components that work together to gather, retrieve, process, store, and disseminate information in order to facilitate planning, control, coordination, and decision making. It typically consists of hardware, software, personnel, communication systems, and data [4].

This term refers to the combination of telecommunications, electronics, and computer information systems used to retrieve, analyse, store, process, transmit, secure, and intelligently interpret digital data in storage or transit [5].

Intelligent Transportation Systems (ITS)
This refers to a broad area of information based on wireless technology combined into transportation infrastructure and the vehicle itself;

these systems aid in controlling and managing traffic flows, reducing traffic, finding alternate routes, saving the environment, and saving time [6].
