CHAPITRE ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

Abuja The Federal Capital Territory of Nigeria is vital to the life and growth of the country. It is a hub for political ferment, attracting people from all over the country. Perhaps nowhere in Nigeria today is the need for prudent use and preservation of extensive land resources more pressing than in the Federal Capital City.

The Federal Government established a panel chaired by Justice T.A Aguda to relocate the Federal Capital Territory from Lagos to Abuja, and approximately 8,000km2 territory was carved out of the country’s centre region to serve as the Federal Capital Territory for the Nation.

It was widely assumed that the original residents’ population to be moved was only between 25,000 and 50,000 people. A later survey in 1984, however, found that their real population was over 150,000 people. This population has expanded numerous times over the last 30 years due to natural growth and migration.

It is important to note that the 8,000km2 FCT size was recommended by the FCT Location Committee rather than the International Planning Associates (IPA), the planning firm that produced the Abuja Master Plan, and was defined in the 1976 FCT Decree even before the IPA was commissioned in June 1977 to plan the city, with the size as one of the terms of reference.

As a result, the Abuja master plan was originally designed on the assumption that the entire territory had already been evacuated. It was later determined that the original population was greatly underestimated.

The cost of resettlement was so expensive that it exceeded the funds required for city development (Elleh, 2012). As a result, the resettlement policy was changed from total evacuation to phases, depending on the real space required for city development.

In an ideal world, land availability, plan design, and infrastructure provision should come before plot allotment. Plot sizes are expected to be selected relative to the demands of the allotees in order to avoid waste. If one’s needs can be met in 500m2, then anything above that is a massive waste of land resources.

Many others who needed it were unable to obtain it because the title had already been taken. At a stakeholders event in April 2012, the FCT Minister revealed that 90% of assigned plots in the FCT are not developed, which he blamed to a lack of infrastructure. Because the overall provision of infrastructure in the FCT since its inception has been less than 25%.

However, it is worth noting that many plots in Phase I have been given with infrastructure for nearly 30 years, but have remained undeveloped or are merely fenced. Another troubling fact has recently surfaced. It is cadastral zone E13 Gude District plot no. 2 with a size of 465 ha. Accenture Associates Ltd, with the address 3104 Mpape,

Kaduna Abuja Motorway, received the exorbitant allocation. The distribution was made only two months before the administration’s termination. It is now being speculated for billions of naira in the property market. The Ebele and Obasanjo farms continue to have significant hectare allocations (Jerremy, 2014).

The Land Use and Allocation Committee (LUAC) is supposed to give recommendations for land allocations, however allocations are sometimes made before the LUAC.

The approach is a misnomer of Financing Urban Infrastructure with Land Value, which is never practical for cheap housing, a distortion of the sharing formula, and saddling the developer with the obligation of relocation.

1.2 STATEMENT OF THE PROBLEM

On December 12, 1991, Abuja formally replaced Lagos as Nigeria’s capital, however Lagos remains the country’s most populated metropolis. According to the 2006 census, the city of Abuja has a population of 776,298 people, making it one of Nigeria’s ten most populous cities.

Abuja has seen a massive influx of people; this increase has resulted in the emergence of satellite towns such as Karu Urban Area, Suleja, Gwagwalada, Lugbe, Kuje, and smaller villages, all of which are part of the planned metropolis.

This expansion has had an impact on land availability, resulting in a situation in which anyone in need of land cannot readily obtain it. However, the researcher is investigating Abuja land availability, problems, and mismanagement in order to propose a remedy.

1.3 OBJECTIVES OF THE STUDY

The following are the study’s objectives:

1. To investigate the issues surrounding land availability in Abuja.

2. To detect land mismanagement issues in Abuja.

3. To find answers to the problem of land availability in Abuja.

1.4 RESEARCH QUESTIONS

1. What are the constraints to land supply in Abuja?

2. What are the problems with land management in Abuja?

3. What are the answers to Abuja’s land availability problems?

1.6 SIGNIFICANCE OF THE STUDY

The following are the study’s implications:

1. The findings of this study will educate the Nigerian public on land issues in Abuja. It will educate on the challenges and issues surrounding Abuja land availability in order to identify solutions.

2. This research will also serve as a resource base for other academics and researchers interested in conducting additional research in this sector in the future, and if utilised will go so far as to provide new explanations for the topic.

1.7 SCOPE AND LIMITATIONS OF THE STUDY

This study on Abuja Land Availability, Challenges, and Mismanagement will address all concerns concerning Abuja Land Availability, Challenges, and Mismanagement.

STUDY LIMITATIONS

Financial constraint- A lack of funds tends to restrict the researcher’s efficiency in locating relevant materials, literature, or information, as well as in the data collection procedure (internet, questionnaire, and interview).

Time constraint- The researcher will conduct this investigation alongside other academic activities. As a result, the amount of time spent on research will be reduced.
