The study is limited in some ways. First, the research was conducted concurrently with my comprehensive lecture on the researchers’ preparation for the final examination; as a final-year student, it became difficult to balance both the research work and other academic activities.

Other study limitations include time, finances, non-response, and distance. Time: knowing fully well that the researcher is still a student with much academic work load, and as this project work has not been given any specific period in the researcher’s class timetable, the research has constrained to limit his areas of coverage so as to fall within the little time allowed and available.

This study examines the use of tendering and competitive bidding in public sector procurement. A case study of the Ministry of Works, Imo Srate, Owerri. One of the objectives is stated in the first chapter of the research. In order to achieve the aims, a research question was developed to allow the researcher to collect relevant information about the topic area. 1.1 Background of the Study

Tendering and competitive bidding are defined in the purchasing and supply management lexicon as offers from tenderness without callousness, typically in scaled envelopes provided by a time and date stated in the invitation to tender for the supply of products and services.

Uzor (2004:440) in (Lysons 1996:42) defined tendering as a purchasing procedure in which possible suppliers are encouraged to submit a firm and unequivocal offer of the price and terms, which, if accepted, will form the basis of the future contract.

Frank Harris and Ronald Mc Caffer described competitive bidding as an invitation by an organisation (i.e., the client) to a supplier to submit a quotation for a project or services requested by the client organisation, with the primary goal of determining the supplier’s performance abilities.

Tendering and competitive bidding are frequently required when an organisation or a corporation needs supply of particular commodities such as furniture, generating set, caterpillars, vehicles, pharmaceuticals, medical equipment, and computers, among others.

(i) A large number of problems have plagued sector tendering, which places a high value on the quality of contracts entered into by public sector organisations.

The entire contract system has gone sour as a result of mismanagement, corruption, and the misapplication of rules and regulations that must be followed when contracting for products and services.

(ii) The various authorities’ failure to guarantee a common code of practice and professional ethics of behaviour has resulted in a complete failure of public sector tendering.

(iii) The out-of-date nature of our financial regulations, which guide the operations of public procurement and public sector tendering, is the most serious issue with our public sector tendering, and thus has serious implications for the efficiency and effectiveness of public sector contract management and administration.

(iv) Competitive bidding in public sector procurement typically results in the lowest price bidder receiving the award, and the purchasing business obtains a population for negotiating with the highest bidder once bids are opened.

Future bidders will be less likely to offer their best price at first, assuming that they will do better in subsequent negotiations.

They will implement a strategy of submitting bids that are low enough to allow them to participate in any negotiations. However, their initial bid will not be as low as it is expected when the award is made to the lowest bidder without additional negotiation.

Competitive bidding puts a lot of pressure on suppliers to cut costs so that they can provide cheap but profitable rates. This cost pressure may cause sacrifices in product quality development and other critical services.

1.3 OBEJCTIVES OF THE STUDY

Most public institutions have a general misconception of tendering and competitive bidding as a strategy for public sector procurement.

(iii) Determine whether an autonomous unit of skilled and competent professionals is required to manage public sector procurement.

(iv) Examine tendering and contract award procedures and processes, as well as the abilities of officers involved in public tendering and contract administration.

1.4 RESEARCH QUESTIONS

Based on the study topic and research purpose, the researcher developed the following questions:

(i) Does tendering play a role in increasing the efficiency and effectiveness of public sector procurement?

(ii) What qualifications a bidder must meet in order to be asked to bid?

(iii) Have there been any occasions where the lowest bidder was not offered the job?

(iv) Can the present tendering process or procedures employed by public sector organisations eradicate corruption while increasing accountability and transparency in the sector?

(v) Do the public sector tendering officials have the necessary qualifications?

1.5 Statement of Hypothesis

Based on the research question, the following hypotheses are proposed.

Hypothesis one.

Ho: Tendering is an effective tool in public sector procurement.

Ho: The ministry has no viable way other than competitive bidding.

H1: The ministry uses another effective strategy outside competitive bidding.

1.6 Significance of the Study

The purpose of this research is to help researchers or showers understand the relevance of this. Investigate whether the ministry will need effective and efficient tendering and competitive bidding. At the conclusion of this effort, the ministry will be able and capable of doing so.

This study was limited to public-sector organisations. Tendering and competitive bidding have played many roles in the management and administration of public sector contracts; this study would have covered all the ministries, departments, agencies, boards, and even the local government areas in this country;

however, the researcher decided to concentrate on the study of the implications of effectiveness and efficient tendering in the administration and management of contracts in In doing so, the researcher focused on the majority of the departments and units that had something to do with the subject of this study.

These departments or units include administration, engineering, planning, and finance. These areas provide valuable insight into what happens in other ministries, departments, boards, and agencies.

1.8 Limitations of the Study

The researcher had several challenges while completing this study, including: (i) It was difficult for the researcher to balance attending lectures and other school activities with the various visits to the ministry during this research job. This significantly limits the scope of the study and research to be conducted. (ii) Financial limits were another barrier that the researcher confronted.

This prevented the researcher from making all of the necessary trips to acquire the appropriate quality and quantity of information for this type of research. (iii) Finally, many personnel involved in the management and administration of tendering, competitive bidding, and public sector contracts were reluctant to provide much-needed information in the form of documents and forms labelled as “strictly confidential” by the government.

1.9 Definition of Terms

ABSTRACT

The vast majority of organisations around the world invest heavily on inventory management, which accounts for the majority of their present assets. The organisations attempt, through their purchasing, production, sales, and finance divisions, to manage inventories efficiently and effectively in order to avoid wasteful capital tying. The goal of inventory management is to reduce the expenses of ordering, carrying, and not carrying enough inventory. Poor inventory effects include significant differences between stock records and physical stock, insufficient records and recording, the availability of obsolete and obsolete stores, increased customer complaints due to unfulfilled orders, disorganised stores, damaged stocks, and a loss of financial resources. This study examined the impact of inventory management practices on organisational financial performance at the National Microfinance Bank Headquarters in Dar es Salaam. The report conducted a survey of the National Microfinance Bank at its headquarters. The questionnaire was designed for a small group of NMB employees. Accordingly, the study attempted to answer three questions: i) What are the factors that influence inventory management practices in organisations?; ii) What is the effect of inventory management practices on return on equity?; and iii) What is the effect of inventory management practices on return on sale? According to the study, key factors influencing inventory management practices in NMB include staff skills and knowledge, management involvement in procurement planning, and the existence of procurement policies that staff adhere to when implementing inventory management processes. The analysis also found a commensurate increase in sales and profits in 2013, resulting in consistent business growth and significant value generated by NMB through its ROE and ROS. The results have resulted in shareholders receiving TZS 34 billion in dividends, while GoT received TZS 79.6 billion in income taxes, PAYE, SDL, and other fees; NMB paid staff salaries and emoluments totalling TZS 99.7 billion; and NMB spent TZS 1.05 billion on sponsorships, public relations donations, and other activities for other stakeholders and the general public.

1.7 Historical Background of Nocaco

NOCACA (Northern Cables Processing and manufacturing CO) was founded in June, 1978 production commenced in July 1980, with the purpose of supplying vehicles plants with locally made cables harmess and to fulfil the Nigerian market with all sorts of electric cables and wires.

Because of its technological nature, the company’s equity shares are distributed as follows: 40% to Nigeria stockholders and 60% to the international partner listed in Schedule III of the Enterprise Promotion Degree. Mallam D.H. ABDU chairs the Board of Directors, while Mr. E.H. SCHNARE serves as Managing Director.

The company grew from 26 employees in 1980 to over 240 today. Today, NOCACO is recognised as the leading cable maker in the northern region of the country, producing in compliance with national and international standards and customer specifications.

NOCACO offers around 300 different types of cable, including regular wire cable, conduct cable, and insulated aluminium services cable. Aluminium overhead lines, both bare and steel, cords, drops, and wires for telecommunications purposes.

In terms of quality, NOCACO prioritises product quality by designing and producing high-quality products in accordance with internal and international standards such as the Nigeria Industries Standard (NIS), British Standard (BS), and German Industrial Standard (VDE). NOCACO’s ability to produce very high quality cables that meet national and international standards at a cost that represents value at all times has culminated in the ability to be the first cable manufacturers in the northern part to design, install, and implement a quality system that has been certified according to the requirements of international organisation standardisation, otherwise known as 180 9001 2000.

This is a quality system that aims to achieve total quality. Finally, NOCACO was the first cable manufacturing in the north, centred in the heart of the northern state of Nigeria, Kaduna. Below are the diagrams of Nacaco.

1.8 Definition of Terms

Negotiation is a formal communication process between two or more people to reach an agreement on an issue or issues, whether in person or online.

Purchasing: This term refers to the process of buying in markets. However, in a broader sense, it refers to a professional buyer purchasing goods and services from industries, commerce, and corporations.

Buyer: A person who buys products at a specific price without considering technicalities. He is no longer considered a purchaser in the true sense.

Specification: A detailed explanation of how an item should be designed or constructed, including an examination of its performance and any pertinent qualities.

Delivery refers to meeting client needs by providing products or services at the appropriate time and location.

Price is the exchange value for commodities and services.

Value refers to the monetary or other exchange value of an item.

Bargaining is a conversation between two sides to reach a compromise. This will result in an agreement to buy, sell, or exchange.

Persuasion occurs when one party believes they have the upper hand and uses their knowledge to influence the other party’s decision.

Capital equipment refers to fixed assets that are not intended for resale and are used for production or company operations.

Lead-time refers to the period between placing an order and its arrival.

Skills: Skills is a skill and capacity earned through purposeful, methodical and prolonged effort to smoothly and adaptively carryout complex tasks to job responsibilities including concepts or job functions.

Tool: can be described as any item that can be utilised to attain a given aim, especially if the item is not consumed in the process. Informally tool can also be describe as a procedure or process having a certain objective.

Enhancing: Enhancing can be described as to intensify or raise quality, value, power etc to improve augment.

Material refers to the raw materials used to create something. Material may include raw and processed materials, components, parts assemblies, and sub-assemblies.

Timely means appropriate, handy, judicious, opportune, prompt, propitious, punctual, seasonable, and well-timed.
