According to Weihrich and Koontz (2005), overall quality management is the ongoing process of detecting and meeting fluctuating client needs. This is due to the fact that customers’ demands, preferences, and wants vary over time as the external business environment evolves.

TQM embraces a culture of continual learning and adaptation to changing client requirements. According to Jones (2011), total quality management is a management method that focuses on enhancing the quality of an organization’s products and services and, as a result, directs all activities toward accomplishing this objective. Other obstacles to the successful implementation of TQM include a lack of management commitment, resistance from the workforce, and insufficient training/human resource development.
