Abstract
The purpose of this article was to examine the issues of personnel security in government agencies in countries that are in the process of economic transition. The bureaucratic approach to personnel security has made it impossible for government authorities to implement effective personnel policies and promote professionalism and democracy.
Employee security has been defined as a general concept in human resource management and in management theory. There is a clear link between the quality of government authorities’ regulatory capacities and the efficiency of the government of transition economies.
