INTRODUCTION

1.1 Background of the Study

The advent of e-data processing systems responds to man’s desperate need for tools and alternative methods to better his overall well-being and activities. It has relieved workers of the laborious task of collecting, organising, and managing data.

Nnamdi Azikiwe University (NAU) uses pen and paper to record commercial vehicle information and generate a unique personal identification number (PIN) for each vehicle.

This procedure is rife with inaccuracies because it assigns a unique identifying number to several vehicles while also tracking other pertinent information such as ownership changes and licence renewals.

This is done for any vehicle utilised for commercial purposes on and off the school grounds. This method is exceedingly inefficient, and information cannot be recovered once registration papers are destroyed or lost, which happens frequently, compounded by the large volume of papers, making information retrieval difficult.

The vehicle registration system is the repository for vehicle data and information that numerous stakeholders require and must access in order to perform efficiently in their respective domains and, ultimately, in an anticipated integrated environment.

The secretary of the Directorate of Transport at Nnamdi Azikiwe University stated that the old approach of pen and paper registration and certification has been stressful, and that automating these processes would be beneficial.

Taxation is the method by which a government collects money and pays for its expenditures. This is applicable at the Directorate of Transport (DOT) of Nnamdi Azikiwe University’s Student Union Government (SUG), which charges a levy on commercial cars operating on campus.

These commercial cars pay a daily fee known by many names such as “welfare”, “DOT dues”, “chairman”, and so on. A ticketing system is employed to guarantee driver compliance.

However, the directorate of transportation may have difficulty keeping track of the entire amount collected on a daily basis. Integrating a tax management module into the proposed system will provide the required authorities with correct information on the amount collected daily.

 

Statement of the Problem

Commercial vehicle registration is a job that demands data correctness, and this exercise is necessary for all new registrations. As a result, using this strategy leads to a number of issues, including:

Multiple registration conflicts occur when a unique identification number is assigned to more than one vehicle.

Information retrieval is difficult due to the enormous number of registration documents that take up a lot of space.

Fake registration papers provided by fraudulent DOT personnel resulted in income loss for the Student Union Government.
Manually checking the legitimacy of a commercial vehicle wastes valuable time.

1.3 Aims and Objectives of the Study

The stated goal of this project is to design and implement a commercial vehicle registration and tax management system for the Unizik campus. The system will achieve the following objectives.

Provide an improved, simpler, and more efficient way of car registration.

To create a faultless system that will enable the development and assignment of an infinitely unique identifying number to vehicles.
Create an accurate and trustworthy database of commercial vehicle and ownership information for both new and existing vehicle registration.

To provide field DOT authorities with on-the-spot convenience in checking the validity of any commercial vehicle plying on campus.

To provide an information system for controlling daily taxes on commercial vehicles.

 

1.4 Scope of the Study

This study focuses on commercial vehicle registration and daily taxing or ticketing as available at Nnamdi Azikiwe University’s Directorate of Transport (DOT) in Awka. This initiative will automate the procedure of registration and daily tax payment for commercial vehicle owners.

 

1.5 Significance of the Study

The Directorate of Transportation will adopt a campus commercial vehicle registration connected with a ticketing system for effective tax administration. The Unizik Campus will:

Provide confidentiality by detecting duplicate registrations and providing helpful information to track each completed registration.

Provide integrity since data cannot be manipulated undetectably by unauthorised people.

The system will create a periodic report on the taxes/tickets paid for, providing a foundation for proper auditing of the tax account.

1.6 Limitations of the Study

We had certain difficulties while working on this project. Some of them are

Expensive internet subscriptions and limited access to DOT unit for pertinent information.

1.7 Definitions for Terms

Campus refers to any Nigerian university environment, both indoors and outside.

Chart: This is a paper document that serves as a licence to operate a commercial vehicle on the Nnamdi Azikiwe University campus.

Commercial vehicle: any vehicle used on campus for commercial purposes.

De-registration is the process of cancelling all registrations connected to a vehicle.

The Directorate of Transportation is a department on each campus that is mostly managed by the student union government and is in charge of commercial vehicle operations.

Driver’s permit: This is the permission given to car owners and drivers to perform business with their vehicle on campus.

Ledger: This is a primary book or computer file used to record monetary transactions that occur each day at various parks on campus.

Multiple registrations: This term refers to the complications that arise when a registered unique identification number is assigned to more than one vehicle.

Registration is a one-time process that collects detailed information on a vehicle and its owner for identifying purposes.

Licence renewal is a yearly procedure that involves renewing a driver’s permit for operations.

In the context of this study, re-registration refers to the process of automating the vehicle registration process by registering all vehicles again using the suggested technology.

Transfer of ownership: This is the process of transferring a vehicle owner’s rights to another person, such as when selling an automobile.

Vehicle data is unique information gathered from a given vehicle.

Vehicle Identification Number: A unique string of numbers used to identify all automobiles. It is used by any university’s transportation department to identify taxis, tricycles and buses. It is a numeric password shared by vehicle owners and the system that can be used to authenticate the user.

Verification is the process of determining the legitimacy of any commercial vehicle that operates within the school environment.

Revalidation: this is validating once more the legitimacy of individual vehicles on the school grounds.
