Introduction:

1.1 Background of the Study

An Electronic Patient Management System is any instrument that aids in the delivery of clinical care from the time of commencement to conclusion.

Tools include a computer-based attendance method for patients, payment processing software, and information technology systems, as well as blood group and genotype to prevent data mismatches between test results.

The hospital uses an electronic-based attendance method for patients to create, process, and record patient attendance data. This system is used to calculate the nurse’s punctuality to work. It’s a useful tool in the hands of hospital administrators.

Duty is a phrase that expresses moral commitment to someone or something. Moral commitment leads to action, rather than passive feelings or recognition.

When someone recognises a duty, he or she commits to the cause at hand, regardless of any self-interested activities that may have been relevant previously.

This is not to say that living a life of responsibility prevents one from having the best kind of life, but obligation does require some sacrifice of immediate self-interest.

Cicero, an early philosopher, acknowledged this possibility. His piece “On Duty” examines duty. He proposes that obligations might arise from four distinct sources:

1. It’s the effect of being human.

2. It is the product of one’s personality position in life (your family, country, and career).

3. One’s own moral expectations for you may generate duties.

Various derivative applications of the word have emerged from the root idea of responsibility to serve or offer something in return, which is involved in the concept of duty; hence, it is used to describe the services performed by a church minister, a soldier, or any employee or servant.

Nurses now have a wide range of responsibilities as health care providers, some of which require them to use autonomous professional judgement. When nurses act carelessly, they may be held accountable because courts hold them to a greater standard of accountability.

Nurses have been held accountable for failing to monitor and/or immediately respond to patients by telling physicians of significant changes in their condition. Under these circumstances, nurses have an affirmative duty to use their professional judgement to ensure that all necessary efforts are done to properly treat patients.

Despite having greater potential, the use of information technology (IT) in the health industry has remained relatively low in comparison to other industries.

Health institutions, as an essential sector, should encourage IT utilisation, resulting in increased productivity, effectiveness, efficiency, and economics, ultimately leading to better health care for all.

This report describes the success of using ICT (Information Communication Technology) to monitor medicine in a health institution. The system runs on low-end resources and transfers data from the District Head Quarter to the State Head Quarter via E-mail (Electronic Mail).

Implementing Med-Centres in Enugu districts has led to reduced pilferage, increased availability of medicine at government institutions, increased patient/doctor attendance, optimal utilisation of medicine, and error-free data at the headquarters.

Electronic Patient Management System (EPMS) is a certified automated payment processing programme. It is used by hospitals to collect, process, and display patient data.

This system manages and maintains electronic medical records, patient information, prescriptions, lab reports, and so on. It is a useful instrument in the hands of hospital administrators. Shonahan
