ABSTRACT
Nigeria is a third world country and this therefore implies a developing economy. In a developing economy like Nigeria, the need for public servants, who are the nucleus for policy formulation and implementation, to perform
their duties with diligence effectiveness and with a high sense of discipline, cannot be overemphasized. This being the case therefore, discipline and disciplinary procedures for ages has been a subject of discussion as it affects
those charged with the onus of discipline and ensuring proper work ethics and practices in accordance with the laid down procedures. The main thrust of this study was the examination of discipline and disciplinary procedures and its effect on staff morale and job performance in the Nigerian Public Service in general and the Kaduna State Ministry of Water Resources in particular 2000-2006.
Two hypothesis were formulated and tested. The first was on the grounds of the inability of heads of department/section/unit to enforce disciplinary measures on erring employees, was responsible for indiscipline and low morale among employees of the Kaduna State Ministry of Water Resources. The second hypothesis was on the assumption of ignorance on the parts of the employees of the ministry on rules and regulations governing the conducts and behaviours of employees within the service. Having presented, analysed and tested the two hypothesis, the study observed that heads of department/section/unit were enforcing disciplinary measures on  erring staff and discovered that employees were not too ignorant of disciplinary procedures either. It was discovered too that most staff do not realize the need for a self disciplined lifestyle. The study revealed that the problem of staff is the natural tendency of man being lazy, indolent, dislikes work and lacks initiatives and needs to be controlled before embarking on productive activities as enunciated by Douglas McGregor in his theory X of Management Principles. The study therefore recommended that management should embark on enlightenment programmes in order to sensitize workers on the importance of acceptance of discipline as corrective measures rather than punitive. The study also recommended regular workshop, training, seminar for staff to enhance their knowledge and productivity. Management should introduce more comprehensive incentive packages for reward of excellence in form of
promotion and gifts to boost staff morale. This is what obtains in the private sector with the motive of maximum utilisation of human Resources for maximization of profit. The public sector too, should take a cue.
The study recommended that management should avoid taking primordial factors into consideration during staff recruitment exercise in the Ministry.
