ABSTRACT

The purpose of this study was to evaluate the influence of a staff management system on the administrative effectiveness of primary schools in Oyo State. The intended goals were to assess the influence of the staff management system on the administrative efficacy of instructional work, school records, school atmosphere, pupil development, and staff management.

These were successfully accomplished using the descriptive research method. A questionnaire was used to collect data. The questionnaire was completed by 234 supervisors and principals, and the data was analysed and interpreted using t-test statistics. There was hypothesis testing with p>0.05, which indicates that any t – value less than 0.05 was discarded.

The investigation showed that there is a need for more facilities for teacher management, as well as academic and administrative facilities that need to be enhanced. Continuous supervision of instructional work is required. This aids in the achievement of primary school goals and objectives. It is suggested that workshops and conferences for instructors be held on a regular basis.

INTRODUCTION

1.1 Background of The Study

Every organisation must be committed to fostering an equal and stimulating working environment in order to empower its members. Staff management is viewed as one of the key grounds of attaining this promise by Support Council Education Service (2004). As a result, a staff management system is a procedure aimed to improve job understanding, promote more effective job performance, and define future career progression goals.

It aids employees in understanding their roles. It refers to the opportunities for new and seasoned instructors, as well as teaching assistants (paraprofessionals). These activities are intended to increase the quality of classroom learning while also allowing individuals to advance professionally.

Every society necessitates enough human and material resources in order to improve its social organisation, protect its ethos, promote economic progress, and reform its political institutions. Education is sometimes regarded as a requirement for the growth of skilled labour and the generation of riches, as a definite path to success in life and contribution to humanity.

As a result, teachers play a crucial role in effectively preparing the young for their positions in society in order to fulfil the stated national objectives. Teachers’ influence can be felt in all aspects of society. All other professionals and employees in society have, at some point, been under the tutelage of a teacher, and so what they have become is a direct result of what teachers have passed on to them (Okemakinde, Adewuyi, &Alabi 2013).

Nighat, Syeda, and Syeda (2012), Education is critical not just for an individual’s achievement, but also for the success of the nation. Education is defined as the development of students’ knowledge, abilities, and character. Its main goal is to teach an individual how to function in society by growing intelligence, preparing oneself to deal with life’s realities, and aiding the realisation of an individual’s self-potential and hidden skills.

Education entails teaching and mastering specific abilities, as well as developing wisdom and profundity (Syeda, Nighat, & Syeda 2012). A successful teacher must possess attributes such as subject matter mastery, professional training, good physical and mental health, and passion and dedication to his job (Syeda, Nighat, & Syeda 2012).

Today’s teacher is someone who is not just concerned in their students’ gained information and abilities, but also in their overall growth.

Supervision is a method of stimulating, leading, rejuvenating, and encouraging teachers in order to achieve educational goals. Supervision has traditionally been used to help teachers improve their skills (Ogunsaju, 1993). Supervision is one of the many roles of an educational administration carried out by school principals, teachers, and students.

Because education is so important in our country, oversight must be prioritised. This is due to the fact that supervision addresses the fundamental needs of schools and aids in the provision, maintenance, assistance, and right placement of both human and nonhuman materials in schools.

Supervisors evaluate the following areas in schools: resources (money), environment, school and community development, records, staff management, and school instructional content. All of these areas are critical, and such schools would cease to exist without them.

As a result, if adequate attention is not paid to these areas, educational goals will never be met or realised. As a result, the purpose of this research is to see if there is any impact on the administrative efficacy of these areas.

 

1.2 Statement of the Problem

When one considers the whole context of the study, the impact of the staff management system on teacher performance is worth exploring. Many of the teachers working in Nigeria’s public primary schools are of poor quality. They are typically inefficient in carrying out their responsibilities.

Despite their critical role in bringing about teacher effectiveness, state education administrators rarely organise in-service training, conferences, workshops, seminars, and mentoring for primary school teachers to improve themselves,

and this has severely impacted the quality and quantity of teachers. As a result, if the staff management system fails and does not succeed, Nigeria may suffer a setback in its social and economic progress.

The Local Education Authority in Nigeria is in charge of primary education monitoring and inspection. The most concerning aspect is the staff. Trained supervisors and inspectors are the educational system’s most significant bottleneck. These trained professionals are not only insufficient, but in certain cases non-existent. The handful that do exist are never trained in monitoring and inspection abilities.

This could be the start of no control over available resources (both human and material). There are numerous examples of inspectors attempting to utilise personal interest. This demonstrates a lack of information and technical know-how about the purpose of the school inspection.

School administration will ensure that proper school environment with nice surroundings, enough health facilities, playground equipment and garden with good colourful flowers that will beautify the school, and proper arrangement of water devices are provided. All of these, and many more, contribute to and promote teaching and learning in schools.

Another area that needs to be closely monitored is school facilities. Supervisors were supposed to investigate the provision, maintenance, and operation of school facilities given by the school administration. Library equipment, desks, chairs, lab equipment, playground equipment, toilets, and urinary supplies are examples of school amenities. The supervisors assist in the provision and maintenance of school facilities.

The inspection of school records is the last but not least area. This is a very vital method of obtaining historical information, references, documentation, and evaluations of teachers, principals, and students. School records include the operation, accessibility, and upkeep of school records.

If competent and frequent monitoring is provided in the aforementioned areas, education in Nigeria will be enhanced, and the aims and objectives will be met, as well as the successful administration of elementary education.

1.3 Objectives of The Study

The study was designed to accomplish the following goals:

Determine the impact of staff management on the administrative efficacy of Oyo State’s primary schools.
Determine the effect of staff management on the academic achievement of Oyo State primary school students.

Determine the impact of staff management on the effectiveness of school and community relationships in Oyo State primary schools; Determine the impact of staff management on the management of school environment in Oyo State primary schools; Determine the impact of staff management on the usability of school facilities in Oyo State primary schools.

1.4 Research Questions
What influence does staff management have on the administrative efficacy of Oyo State’s primary schools?
What effect does staff management have on the academic achievement of Oyo State primary school students?
What influence does staff management have on the success of school-community relationships in Oyo State elementary schools?

What effect does staff management have on school environment management in Oyo State elementary schools?
What effect does staff management have on the usage of school amenities in Oyo State elementary schools?

1.5 Research Theories

The following possibilities were proposed in the study:

H0: There is no substantial variation in the perspectives of head teachers and supervisors on the impact of staff management on the administrative effectiveness of Oyo State primary schools.

H0: There is no substantial difference in the perspectives of Oyo State’s head teachers and supervisors on the impact of staff management on students’ academic achievement.

 

1.6 Significance of the Research

This study is relevant for the following reasons: the findings will contribute to the present body of information and discussions for scholars on the concepts of staff development systems and primary school administration.

The findings will contribute to government policies that support in-service training programmes, conferences, workshops, seminars, and mentoring in our primary schools in order to improve school administration. The study’s findings will also help ministry of education officials understand the value of staff development systems.

It is also important for school principals to focus on the development of necessary talents for their responsibilities, such as instructional skills, management skills, human relation abilities, and leadership abilities.

The findings will also take into account the impact of teacher professional development programmes on the academic performance of Oyo state elementary school students. The subject is also crucial in terms of establishing basic skills in students and transmitting knowledge and comprehension.

 

1.7 Scope of research

Only the impact of the staff management system on the administrative effectiveness of elementary schools in Egbeda Egbeda Local Government Area, Oyo State, was studied. The researcher chose this local government solely for study purposes, with no ulterior motive in the selection of the local government’s elementary schools.

The survey is also confined to all public primary schools in Oyo State, as well as all head teachers and supervisors from the ministry of education.

 

1.8 Limitations of the Study

This research had many limitations, including transportation costs to the area of study, time constraints due to other academic work being on the table at the time of the research, and access to principals and supervisors, as well as the ability to obtain appropriate data from the schools.

 

1.9 Definition of Terms

Staff management is the supervision of subordinates in a company. Many of these responsibilities are sometimes undertaken by a specialist department, such as personnel or human resources, in large organisations, but all line managers are still obliged to monitor and administrate the operations and assure the well-being of the staff that reports to them.

The favourable response to administrative efforts and actions with the objective of achieving stated goals is referred to as administration effectiveness. Administrative performance includes decision making, delegation of work, and setting an example.

Pupils; a person, generally a young person, who is learning at school under the careful supervision of a teacher or a private tutor.

Primary schools are educational establishments where children acquire their first stage of academic instruction, also known as elementary or primary education.

The school principle is the most senior administrator at an elementary, middle, or high school.

Academic performance is the degree to which a student, instructor, or institution has met their short or long-term educational objectives.
