INTRODUCTION

To comprehend the significance of ECOWAS’ intervention in Sierra Leone, it is necessary to first comprehend the region’s political, social, and economic landscape. Some have described it as afflicted by environmental degradation, corruption of all kinds, disease, and grinding poverty. Sierra Leone, in s

ome ways, exemplifies some of these issues, particularly the problem of sudden political violence. In his 1994 essay “The Coming Anarchy,” journalist Robert Kaplan emphasizes this apocalyptic doomsday picture of West Africa, describing the region as “…the symbol of worldwide demographic, environmental, and societal stress, in which criminal anarchy emerges as the true “strategic” danger.” [1]

He added a picture of a region plagued by “…the withering away of central government, the rise of tribal and regional domains, the unchecked spread of disease, and the growing pervasiveness of war” to this depressing scenario.

[2] Much of what he wrote mirrored prevalent conventional wisdom, which turned out to be a bit exaggerated in retrospect. Nonetheless, these assertions contained some elements of truth as the region grappled with some real and intractable issues such as security threats, low levels of economic development, political instability, and a lack of social cohesion. If there were issues, which there undoubtedly were, the question becomes what to do about them.

There is no shortage of literature professing well-intended “solutions” to these problems, but much of it is thoroughly de-contextualized, which means that the “corrective measures” being proposed and implemented either fail to factor in the African experience [which often means that Africans are drafted in only as front men and women] or are entirely based on foreign templates.
