ABSTRACT

Throughout the whole of human history, criminal activity has been a significant source of worry. There are criminals and there is crime in every community. The Nigeria Police Force is an institution that was mandated by law to be founded in order to guarantee the maintenance of public order and the execution of laws, in addition to the identification and prevention of criminal activity. In every community, the administration of justice cannot function well without the assistance of the police. The police serve as the entrance point into the criminal justice system, and they do so either via complaints received from the general public or through their own investigations and surveillance operations. Because of this, it is a well-established fact that the typical citizen interacts with the police more often than with any other entity involved in the administration of criminal justice. Within the context of the administration of justice in Nigeria, this thesis investigates the function of the Nigerian police. The primary goals of this thesis are to conduct an in-depth analysis of the role that the police play in the administration of justice and to determine the obstacles that stand in the way of the police performing their duties in the areas of crime control and detection. The thesis makes the observation that some legislative restrictions on the operation and function of police have adversely impacted the operational ability of the police. These laws include, but are not limited to, section 214(3) and 4 of the 1999 Constitution of Nigeria, to name just a few. The thesis also makes the observation that bad working conditions, insufficient logistics, and working facilities have played a role in making corruption in the Nigeria Police Force worse. These have significantly reduced the operational effectiveness of the police in Nigeria, making it far more difficult for them to prevent and control crime. As a consequence of this, the thesis makes a number of recommendations, one of which is that section 214(3) of the constitution be amended so that a governor of a state, who also serves as the Chief Security Officer, is able to provide authorized directions to the commissioner of police. In a similar vein, the police force needs to be adequately compensated, properly trained, and appropriately equipped. For the purpose of facilitating crime prevention and detection in Nigeria, the police are required to work in collaboration with other law enforcement authorities and share information.
