CHAPTER ONE

THE STUDY’S BACKGROUND

Introduction

The digitization of information in print media has introduced a completely new concept into all libraries. An electronic resource is defined as a resource that requires computer access or any electronic product that delivers a collection of data, whether it refers to full text databases, electronic journals, image collections, other multimedia products, and numerical, graphical, or time-based data, as a commercially available title that has been published with the intention of being marketed.

These can be delivered on CD-ROM, tape, the Internet, and other media. These are more useful due to inherent manipulation and searching capabilities, providing information access is less expensive than acquiring information resources, savings in storage and maintenance, and so on, and sometimes the electronic form is the only alternative.

The advancements in scientific publishing, as well as publisher pricing policies, have presented new challenges and opportunities for academic libraries in purchasing and managing serials within their limited budgets. The library and information services of the twenty-first century are rapidly evolving.

With the rapid development of electronic publishing, libraries are not only acquiring reading materials such as printed books and journals, but also arranging for electronic access to a variety of learning resources. The availability of web resources and the use of the web as a tool are altering how people live and learn.

While the World Wide Web was initially used primarily for push type applications to provide users with information and resources, the development of Web 2.0 and the spread of open source and shared use concepts has focused on user generated content and applications for sharing.

This has resulted in the rapid growth and popularity of electronic resources. E-Resources account for a sizable portion of the global literature. They are referring to electronic information sources. E-books, E-journals, Databases, CDs/DVDs, E-conference proceedings, EReports, E-Maps, E-Pictures/Photographs, E-Manuscripts, E-Theses, E-Newspapers, Internet/Websites – Listservs, Newsgroups, Subject Gateways, USENET, FAQs, and so on are examples of e-resources.

These may be delivered on CD-ROM/DVD, via the Internet, or in other ways. Access to e-resources is a service that assists library users in locating e-Databases, e-Journals, e-Magazines, eBooks/ e-Audio/ e-Images, Data/ GIS, Digital Library Projects, Electronic Exhibitions, eSubject Guide, e-newsletters, E-conference proceedings, and Web search tools on a variety of topics.

Electronic books are useful because of their portability and the ability to incorporate multiple books into a single handheld device. The materials that have been published are also available on an open access platform. This enables the poor to obtain necessary information at no cost and thus bridges the digital divide.

They do not need to be concerned about licensing or using the information. In his fifth law, Dr.S.R.Ranganathan states that the Library is a growing organism. A library is more than just a book store; it is also a knowledge center. Every reader goes to the library hoping to find a solution to his problem. The library should meet the needs of its users.
