CHAPTER ONE
INTRODUCTION
STUDY BACKGROUND
According to Iyoha M.A (2004), “state owned enterprise is a designed instrument of economic development.” In reality, the government machinery is used to reshape, reform, and structurally re-adjust battered economies. It is also a fact that is clearly written on the wall of concept times that there is a need to revamp the already shattered economic system.
In different countries, Isaac, G classified various types of economic systems, including market-oriented, centrally planned, and mixed economic systems.
Market-oriented economies place their factors of production, such as land, labor, and capital, in private hands, with the government taking over any part of the economy. Early classical economists believed in this system’s efficiency. Though no one knows if it ever existed.
The centrally planned economy is one in which the government owns all production factors and does not recognize private ownership. The government owns all assets, determines what kinds of goods should be produced and in what quantities, and sets the price. The former Soviet Union was notorious for doing this.
The mixed economy is a hybrid of the centrally planned and market-oriented economies. Recognizing both public and private resource ownership, the government provides essential services to her people through the establishment of other public cooperation and parastatals such as electricity, transportation, and health services.
The question is whether the government is the proper machinery for mining their commercial profit in order to completely remove them from pure political association. This interest stems from the fact that, while every industry is likely to have some managerial issues,
it is widely accepted that the performance of state-owned enterprises is inferior to that of their private-sector counterparts. There have been cases where companies that were reasonably profitable and efficient collapsed almost completely after the government took over management.
Poor performance has been so severe that it has forced some of those companies to fold due to inability to support themselves; some of these companies include intra-city bus services and Asaba textile mile.
STATEMENT OF THE PROBLEM
The study will investigate the government’s attitude toward state-owned enterprises, with a focus on the water board.
The main issue militating against the water-board is the inability to provide efficient services (water production) to her people due to a lack of adequate facilities.
The researcher believes that there are things that can be done in state-owned enterprises to improve their real ability so that the essential mode of the society can be achieved.
It is also intended to highlight the factors that work against the water-dependability. board’s
THE STUDY’S OBJECTIVE
The following are the study’s objectives:
1. Examine the impact of state-owned enterprises
2. To identify the issue that state-owned enterprises face.
3. Examine the government’s attitude toward state-owned enterprises.
4. To propose solutions to the problems that water board companies are experiencing.
QUESTIONS FOR RESEARCH
for this research project, following research questions have been developed.
a. Does water board enterprise aid in the reduction of unemployment?
b. Does the water board’s efficiency depend on personal attitudes?
c. Has the structural arrangement of Benin City’s water-board affected water production?
THE STUDY’S OBJECTIVE
The purpose of this study is to look into the government’s attitude toward state-owned enterprises in Benin City, using the water board as a case study.
TERMS DEFINITION
These are the terms that were used in the research for this project.
Sheriff H. Erharuyi (2001) views government as an important state operator. He went on to say that it is the agency that formulates, expresses, and fulfills the people’s collective will. It is the political authority that coordinates, leads, and implements the state’s goal.
Government, in its broadest sense, includes the legislature (rule making), the executive (rule application), the judiciary (rule adjudication), and the fourth, bureaucracy (civil service)
ATTITUDE: An individual’s attitude describes how they interact with their own or external environment in which they live.
STATE OWNED ENTERPRISE: A state-owned enterprise is a government company established by an act of parliament for the benefit of the people. It is also a state-owned business organization established by an act of parliament or decree with the statutory responsibility of providing welfare services to the public at a government-subsidized rate. PHCN (Power Holding Company of Nigeria), FRCH (Federal Radio Corporation of Nigeria), NRC (Nigeria Railway Corporation), and other state-owned enterprises are examples.
